I have two questions:
1.Is Gangplank a strong pick on top and is it worth to buy him now ?
2.Is it still viable to play full crit Gangplank with Statikk ?
Gangplank certainly isn't OP and has fallen off meta. He's still a good pick though. He has a lot of mechanical/strategical depth that will pretty much always make him viable.
Gangplank is not a good pick top in moment, but if you have a good peel and your team have a early jungler its a good pick. And second i think the damage is more important because you have a trinity. sorry about my english ;/
To compensate his "Fall off Meta" thingy, which in fact he's still pretty viable; you have to practice him a lot
By a lot, I meant 200+ games before taking Gangplank into ranked and its very rewarding to master him since he's the best solo carry in the game now
Full crit GP was somewhat nerfed because Trinity Force no longer grants crit, but I've just a couple of hours ago lost to a full crit GP top. I guess you can make it work if you play him correctly. His build was Trinity Force; Ionian Boots of Lucidity; Infinity Edge; Statikk Shiv; Mortal Reminder; Phantom Dancer. I'm not sure about the build order though.

Nowadays Gangplanks usually buy Trinity Force > Ionian Boots of Lucidity > Infinity Edge > Youmuu's Ghostblade > Last Whisper > Maw of Malmortius/any defensive items
Crit GP is not good now and now most gp buys Armor Pen GP build with a little Crit of IE/PD inside there
