League of Legends Hextech Soul
What is it?
The Dragon Soul is a powerful team-wide neutral buff granted by the 
Dragon. It is available only on Summoner's Rift. If either team slays four elemental dragons, they will be granted the soul of the dominating element after the rift changes.
The Hextech Soul is gained when the Hextech Drake is dominating the rift.
What does the Hextech Soul grant?

- Dealing damage to an enemy with basic attacks or ability damage causes them to be struck with electricity, dealing 25−50 bonus true damage (depending on level) and slowing them by [45% for Melee | 35% for Ranged] (+1% per 100 ability power) (+3% per 100 bonus attack damage) (+0.5% per 100 bonus health) decaying over 2 seconds, while chaining the effect to up to 3 enemies near the primary target. The slow can stack from multiple sources and the decay rate is decreased against ranged champions (8 second cooldown).
