    How does Fizzes W work

Like the title asks how does Fizzes W work. Specifically the % health DOT. Examples would help me understand if you're willing to take the time. Thanks

When you auto-attack or Q someone, the % health DoT ticks over 3 seconds regardless of whether or not the ability is activated. If you auto-attack or Q someone while the DoT is ticking, the DoT refreshes and starts over, rather than stacking. It works the same way challenging/red smite works.

When W is activated, you deal a flat bonus damage on each auto-attack and Q the moment you hit them, but the passive DoT still applies the same way even when W is activated. Hope I made things clear!

Yes sir. That is the proper sequence to the ability combo. W and Q work hand-in-hand with one another making it the primary reason why Fizzes build Lich, since it activates on the W but is applied with the Q.

Also I have another question if I Q somebody with my W active will the damage from the w and q apply before the % health dot gets applied?

I think he's asking if it's a flat total damage defined on application or if it recalculates each time it deals damage (I'm guessing it's defined by the % missing when applied, and it resets with new values if you auto again).
