Why isn't Mehai's soulstealer used on supports or junglers? It can help out supports with cooldown time and assists can help the junglers and supports. Also the passive taunt could keep the enemy on the support when in team fights.
Janna´s most common build paths include Mejai´s.

Epic Snowballing. If you rush it, when you farming champion kills, it will give you 180 AP.

I take it only in bot games, in normals it's like huge, neon banner saying "FOCUS ME!!1!!!11!"
That's why you take it on kassadin with cleanse. If they focus you, cleanse then riftwalk away.
Note that this item draws a little attention if you have lots of stacks. It is like a "passive taunt".
