The changes look quite interesting, the movement speed on Fox-Fire opens up new possibilities. I am not sure why they put a minion execute on Fox-Fire though, if these changes go through it will mainly be used for the MS (which has nothing to do with lasthitting minions. I think this is a buff as you don't need to hit two abilities on an enemy champ, not to mention that it will give 40% MS rather than 20%.
Then, the heal changes: the "new" heal has a lower ratio, but higher base compared to the old one. The old one heals for 18 / 30 / 54 / 108 (+54% AP) when hitting 6 targets and the new one will heal for 30 / 60 / 90 / 180 (+27% AP) when hitting a champion. I am not sure how much impact this change will have. I actually think it might lower her sustain (as it is much easier to hit multiple minions with abilities compared to a champion). I think this change might be a slight nerf, but it might end up being power-neutral as well.
It's pretty sad since Ahri didn't really need any, she had a fine play rate and didn't really need a hotfix. Kayle on the other hand, riot shouldn't have touched her. They should have either buffed her or left her alone, not nerf all her abilities except ONE.

Personally I think it's what she needed and is a good step in the right direction.
